I'd like to be able to allow users to install Google Gadgets from the catalog we have on the server & at the same time prevent them from adding Google gadgets from Google's site.

We've currently set the Policy to not allow com.ibm.rcp.toolbox.google.provider.internal.GooglePalleteProvider
which of course prevents them from installing the Google gadgets we've added to the Catalog.
