It sounds like the sending server has only Author access to the receiving replica.

Ability to create documents (by replication or otherwise) and not modify existing documents or design elements, suggests that the entity trying to do the updates has less than Editor access.

I'm pretty sure there hasn't been any significant change to the way replication works in any recent version. I'm very confident it's something about the specific database and its access or replication settings.
