Ok, the reason you get "No Info" is that Notes is asking for busytime for an RFC 822 address and not a Notes user name. The address is sent to the server and it finds it cannot service the request.
Thanks to the Tech Preview LWP Connector that was done in 7.0, the server will try to connect to the specified Internet server and get busytime from it. So the home server is trying to make the connection and eventually will time out and fail with some error code. Until then you should see "No Info" in the GUI.
I am not sure why you see the internet address over the Notes hierarchical name in the meeting notice but I suspect it is due to your directory settings and the specific value you used on the Contact in your PNAB.
On my Locations Mail tab I have "Local then Server" for my Mail addressing value. If you have something different then that could affect how Notes resolves the name. (I could also be benefiting from some 8.5.1 changes that I am not aware of too.)

Does the user name on the local Contact record match the full Notes name or is it just the common name?
It is the common name. I have set up 15 contacts with the users common name and internet address as the only info in the contact. About 10 will show there busytime and the others will show No Info. So, I think the more I have looked into and considering the information you have shared this would not appear to be a Notes 8.5 issue, but it is an issue that is about to drive me up a wall.
If only the common name is used (and depending on your Location settings) then Notes does not detect that you really meant the Notes user and that would be why it uses the Internet address instead of the hierarchical name.
Out of curiosity, why copy the user out of the NAB into the local Contacts?
They are synching there contacts with a handheld and using the handheld to address messages to the internet address
