I'm litte bit confused

Just fpr my understanding:
I believe that the notes.ini which is only very small (round about 6 lines) is a template for a user who logged into a pc first time.
This 6 lines will be copied to the notes.ini which is in the %username% directory for a multi user installation from lotus notes.
Is this right?

And for that i think the configfile=.. entry in notes.ini should for for the first time!?
