So that both Schedule Manager (Sched) and Room & Resource Manager (RnRMgr) can coexist and not do dB management kinds of things that would trip each other up, only one of them will do busytime dB (re)creation. By default design, that task is Scheds job.
If you stopped the Schedule Manger task then the database will not get recreated if you remove it or you uncluster / cluster the server. There are 2 ways to fix this: start the Sched task on the server or use an INI to tell both tasks that the RnRMgr is in charge of (re)creating the busytime database. I suggest just loading Sched and that should fix you up.
