Two thoughts...

Sorry for the delay. I've been a bit tied up on my primary development work and not been able to monitor the forum threads for the past couple of weeks.

It definitely seems like GoToMeeting is using a mailto URI. It may be trying to populate the body immediately with info like passcodes or URLs since users have to manually address emails after clicking the button. It may be that Notes needs to be running already for the button to work. That way it does need to prompt for the user for their credentials before it tries to craft the outgoing email. Have you tried that button when Notes is already running in the background?

The error you get sounds like the one described in Technote 1238736: http://www-01.ibm.com/support/docview.wss?uid=swg21238736
so I would also recommend taking a gander at it and making sure it is not involved.
