The ID file recovery feature can handle the key rollover of end users (and will re-capture those ID files when the new keys are first created) and can handle the key rollover of password recovery authorities without any problems.

Notes signatures contain the signing certificate, so as long as the trust chain can be verified and the signing certificate was valid (not expired) at the time that the signature was made, the signature continue to verify correctly.
