roaming ID in NAB - exactly what triggers attaching the ID and switching to "user.id" ?

hope this is not off topic.
We are using 8.5.2 (no FP) on client side and 8.5.2. FP1 server side together with domino server roaming. Works fine so far but we are still unclear about why a significant number of clients sticks with a notes.ini entry "keyfilename=<path and filename.id> even though the user is fully roaming enabled with the setting to attach the ID file to the personal addressbook. While checking the profile doc, we can see the user.id is actually there ($file).
As the initial (physical) path for the id file points to a network drive (for rollout/setup reasons), these users have a severe problem once they try to launch Notes outside the corporate network.

Forgot to mention:
Windows7, single sign on (not NSL), thus no ID Vault.
Any ideas ?
