Printers belong to the OS

Just curious, why do you want to do this? The reason could change how the problem is approached.

Apps (not just Notes but word processors, spreadsheets, etc) use the OS to handle printing so whatever you do, it'll need to be at the OS level.

If you're running under other OS's, the problem becomes more interesting...

If you're a big company, printing is typically tracked via the print queue and there are enterprise grade systems that track and log printing.
