You need to access the database on the server

I.e., you need to access it on the server whose ID it is encrypted for. If there is no actual server running under that id, you will have to create one. If the NSF file is not actually available on that server, you will have to put it there using a filesystem copy. Then, you will need to give yourself Full Access Admin rights on that server, run the Admin client, connect to that server and request Full Access (I find that it is best to quit the regular client and Designer client before requesting full access), and then you should be able to modify the ACL, and then finally remove encryption.
