Time Zone for Notes in Citrix not Displaying Correctly

We our having an issue with Notes 8.5.2 fixpack 2 in Citrix. The problem is Notes always thinks the Time Zone is the Time Zone where the server is located, not the Time Zone where the user is located. We have turned on having Citrix use the client Time Zone and for all other applications it sees that and responds correctly. Notes however still uses the server Time Zone instead of the client Time Zone. We have also tried setting the Time Zone in the location document under Advanced > Basics, setting Use Operating System Time Zone to No. This also did not resolve the issue. Is there a way to have Notes completely ignore the server Time Zone or to have Notes correctly interpret the Time Zone of the client and not the server?
