It does work - users may need server admin access

Yes, RegisterNewUser does add the new ID to ID Vault.

Our function also creates the mail database and sets a quota for it. For this to work correctly, we found that the user initiating the function needs Administrator access to the mail server, i.e. has to be included in the Administrators field in that Server document in the NAB. Otherwise an error 4005 occurs: "You are not authorized to set database quotas (<Last Name of user being registered>)"
