About pop users

I am concerned about the number of pop users.
In our organization we have single domino server 8.5 installed on hp prolient 2.67 GHz 4cores and 8 GB Ram on RHEL 5.1
We have total 550 users. if 10-20 users logged in with pop account cpu utilization increases from 0.6 to 15.00.
At this load it becomes tough to work with domino admin client.

But didn't face such type of problem with iNotes and Notes.

But in case of more pop access we can reduce the load issue by not leaving a copy of message on the server in outlook.
But it depends on user requirements.
