If not installed, it cannot be activated afterwards...

Because nntspreld.exe and a registry key is missing.
Copy the file from another computer to the program dir and add the Registry key
"HKLM\Software\Microsoft\windows\CurrentVersion\Run\IBM Lotus Notes Preloader" pointing to nntspreld.exe
