We are looking for a company that provides domino support in the same way IBM does but maybe on a pay per call basis. Does something like this exist or is support strictly limited to IBM?

The main concern is with software updates. I know IBM can put together a hot fix if needed and if we go with a 3rd party provider, this may not be available.
