It knows who the user is

The domlog and for that matter the sign on prompt presented to the user, knows who the user is. The signon prompt says Joe Blow you are not authorized to access and then shows the url of the agent (for example). However the user is authorized most of the time and what is unclear is why some of the time, they get the error (and if they just keep hitting refresh, eventually they are authorized)
