fixed it by using HTML table

The following plain old HTML works and this is what I used instead. For some reason, when I tried to put a border on the top of the table with border="1" frame="above" it worked OK in a browser, but the border did not show when the signature was imported into an email. This is why I have that first line there with a picture of the horizontal line. I just did a screen capture of the border I wanted and put it into a jpg file.
