Has anyone seen a keyboard appear to change to another language. For example the ? becomes an e with a grave accent.

The user doesn't know what key combination caused it and there doesn't seem to be any documented combination that causes a change in keyboard language.

Only Notes Mail experiences the keyboard change, all other applications including Symphony have the original keyboard and switching back to Notes Mail brings back the problem.
