that bug hits the text item size limit

In the APAR you cite, the application is posting a text value with a size near/beyond the limit of a text item. If the type of the field is changed to "rich text" then it is likely saved as a mime part which has a much larger size limit that a text item.

Another time you might see the error is if a formula computes a string longer than the size limit for the item it is being placed in (for example a default value of a text item).
