related error message regarding policy key?

24hrs later we still can't sync. This is an error we're seeing on the server but I dont know what it means...

[06/22 13:55:06.652] INFO Worker-004 CN=Martin Rolph/O=Oval[Appl87927BCC3NP] WorkManager$WorkerRunnable.run#494 Device sent a policy key of 0 which is zero or does not match the server stored policy key of 1277201770346, so a 449 HTTP return code will be sent
