We are working on a solution

Ultralite in the Domino 8.5 release will have a mail address validation feature that is initiated either by a user action or upon mail send. This will work against partial names and provide a picker with addresses that match the typed letters. Look for this feature in the Domino 8.5 Public Beta 2 when it becomes available.
