user registration through java code

All of what you posted looks pretty good.

The only other thing that I can think of is if you are running your code as a scheduled agent, you may need to make sure that the server that the code is running on has enough access.

I've run into similar problems that went away when the server's access was increased, when running as a scheduled agent.
