no ACL access

Manager's can also directly change the ACL which means they could inadvertently, or purposely, remove entries from the ACL that are required for normal operation and support such as the server or an admin group.

There is no reason a user should have Manager access to their mail file. Editor should be high enough for just about everyone. Some instances could require Designer but those are few and far between.
