Are you asking why you get one return recipt per user in the group? That is how it is designed to work.
If the issue is why you are not getting it from one specific user, it can be several things.
He/she might be using a POP3/IMAP client to access the mail, and prevent the return recipt to be sent out. Or he/she can have done like I have, added a column in the mail file indicating if there is a return recipt on teh email and then using a custom action to remove it before opening the email. Can be very convenient. :-)
There might be other reasons as well.
