What's the correct procedure to setup a workstation for multiple users, each using their own language interface ?

Facts: WinXP, LN 8.5.1 EN installed first (multi user), then MUI packs G1, G2a, G2b and G3 installed.

When launching the Notes client for the 1st time, there's no option to choose the preferred language.
The entire setup is done in English. After installation we can select the preferred language within the user preferences.
After client restart the interface appears in the corresponding language, except for bookmark.nsf, private address book and all other local db's that were created during 1st setup.

How do we change the notes.ini parameters as such that the setup will create a private address book (and other files) in the corresponding user language ?

We've done the following: we removed the english .ntf templates from the shared data directory directory (c:\...\all users\application data\lotus\notes\data\shared)
and added the 'UserInterface=..' parameter to the notes.ini before 1st setup.
The notes client setup starts immediately in the corresponding language but halfway the setup we get an popup error indicating that the pernames.ntf can't be found.
When launching the Notes client again, it completes the entire setup (w/o the pernames.ntf popup error) and ends up w/ a perfect multi lingual user interface (including main db's (private NAB, log, etc...) in the corresponding language.

How can we avoid the annoying "pernames.nsf missing popup" and run the config/setup just once ?

What ever language we try, the problem remains the same.

We've also tried the following setting for the SharedDataDirectory in the Notes.ini: c:\...\all users\application data\lotus\notes\data\shared\MUI\<language> (where <language> = de, fr or it) , but no luck the problem remains the same.
