You are hosting your own site and have the Internet Site document with this URL.
If they host the web site and they go down, then their system cannot redirect to your system.
The same goes if you continue to host the site and you go down.
The only way would be to update Public Dns to point at the other IP. This would be where geographically separated load balancers come into play rather than manually updating Public DNS.
As for the configuration of a redirect. Create a Redirection rule on the Internet Site Document.
Incoming url: /*
Redirect to this url: http://www2.domain.com/
If the other site is a replica then you can add * onto the end to retain the path (from what I remember)
Watch out as Substitution rules come before redirection rules.
