I am not using Windows 8, but I assume it can still run 32-bit applications?
So I don't see a huge need for IBM to spend time/money/efford on a 64-bit version of the Designer client. And with most of the focus towards XPages and web clients, I don't see a big push for a 64-bit traditional Notes client either.
Even if IBM would release a 64-bit client, I doubt we would see it before Notes.next (10.0?).
