Dunno, never had to run something 3 times.

Generally it's not a good idea to simply copy a RT item, though. A RT item has a number of support fields, all of which would need to be merged onto some new document. Unless you're copying the entire document and stripping fields you don't want, copying RT items doesn't work reliably.

There are appendRTItem and rendertoRTItem calls that handle this pretty well.

No, I can't say I know what you're doing, but it normally doesn't take 3 calls to get something done. What does the code do the first 2 times? Maybe that'd help say why it's not producing complete results until the 3d time.
