If the items are encrypted in the NSF file...

Then it will be encrypted in the DXL unless the user ID that performs the export to DXL has the correct key to decrypt the data. This decryption happens automatically in the Notes APIs. But if the ID that performs the export to DXL does not have the correct key, then no, there is no API to do the decryption of the DXL data.

On the other hand, if the data was not encrypted in the NSF file, then Carl is correct: it's just base64 encoded data, not encrypted.
