I normally do add print statement but since this is just a short agent so I just skip doing that. Will try and see what happens.
BUT, if there's a mail transfer happening, there'll surely be some message like "Router: Transferred 1 messages to XYZ.COM (host ASPMX.L.GOOGLE.com) via SMTP" in the log.nsf which I've full-text search XYZ.COM but 0 results are returned.
On whether "any other agents sending mail properly between the two domains", I'd say when composing and sending mail manually using mail file it's ok because me and my customer email each other every day.
Therefore I think this is just maybe the App/Acme doesn't allow any agent in any database within it to send mail outside the domain. And if I check the other databases in App/Acme, none of them have agents that send mail outside the domain. My agent would be the first one. Which makes me think maybe the previous admins configure something in the App/Acme and the previous developers knew this thus never create such agents. Could be some server configurations or agent's options that I don't know of.
