If Lotus Notes Single Login is installed and activated a user is not forced to enter the Notes ID password when the OS account password and Notes ID password are identical.
If they are not identical, the dialog "Notes Single Logon Password Synchronization: Your Windows password does not match your Notes password..." should be shown and the user should be asked if he/she would like to change it immediately afer logging in.

BUT: If the OS password is not set and the Notes ID password is set, the dialog is not presented and Notes Single Login does not work. The user must enter the Notes ID password.

If the OS password is set, but the Notes ID file has no password, Single Logon works (without the password synchronization dialog).

So, this is not the expected behaviour - to ensure that both passwords are identical and to complain when they are not - and the mechanism does not act the same way if the passwords are not identical.

This is the behaviour of the Single Login mechanism in the different cases (3 & 5 are wrong behaviour from my point of view):

1. OS password and Notes password identical -> Single Login

2. OS password set and Notes password set, but not identical -> Synchronization dialog

3. OS password not set, Notes password set -> User has to enter Notes ID password

4. OS password not set, Notes password not set -> Single Login

5. OS password set, Notes password not set -> Single Login
