I agree with Paul that the most effective way to block SPAM is to use the DNS blacklist filters. I have been implementing the following DNS Blacklist fiters:
I have created a Excel Spreesheet with the list of Mail Rules I have created for our system. Normally I use the action "Move To Database" and have created a SPAM database from the mail template as the database that acts as my SPAM repository. I then review this database daily.
