Both. The former just lists IPs known to be allocated to dialup or dynamic IPs, the latter is a list of unsecure relays.
As for the matter of resolution...
It is not necessary for the name of a DNSBL itself to resolve, only subdomains off it.
DNSRBLs work by returning an IP address for a hostname, where that hostname is derived from [reversed.dotted.quad.address].[name.of.dnsrbl]. They generally return 127.0.0.2 for hosts that are found on their list, though a number of lists use 127.0.0.n where n varies depending on the reason for the listing.
As I understand it, Domino doesn't care about the exact value of the IP returned, only that it is found at all.
All well behaved DNSRBLs have a test host you can use. They all list 127.0.0.2; therefore to test any DNSRBL, get an OS command prompt and do:
