I am having a similar problem, and while I cannot suggest a fix, I have found that the inconsistencies with iNotes are isolated to 2000 machines running SP4 or later (not sure what the corresponding patch is in XP).
You may find the setupapi.log file helpful. I have found on problem machines that windows IS installing iNotes files, however, logging that they are unsigned or incorrectly signed. I'm still looking into how to resolve this. This is all the progress I can report right now.
