It may be just at times of high memory utilization. I know that when I am pushing my system resources hard, minimizing all windows can result in a painfully slow screen redraw, especially if the background image is a large file. However, I can't say that I have actually noticed slow redraw specifically with my Welcome Page.
Maybe its because that is not the active window when I am switching. I'm usually in my inbox which is a lot less graphics intensive.
Next time you notice the slow redraw, check out your committed memory in task manager and see if you are close to the max virtual memory.
Close down a couple of apps and see if the Welcome Page redraw improves.
