Something for you to check: Edit the client notes.ini file and ensure the install type entry is correct.

InstallType=2 (all clients)
InstallType=6 (Notes client ONLY)

I had 13 clients out of 48 that wouldn't prompt for an update. After changing this entry to the correct setting, the clients upgraded with no problem. Good luck!
