I suspect you have several different problems, you did not include all the info so I am just guessing.
You included the test only for 'before delivery' agents. And you have a bug in the code for this trigger, you cannot use "Set dc = db.UnprocessedDocuments" in. See article "Out of the inbox" which will explain how it works with coding examples.
The code is correct for "after delivery" agent, but you did not include 'test' output for it.
So I am guessing that you are attempting to run your agent on your non-home mail server. If that is not the case, the other common confusion is the build-in time delays for "after mail delivery agents". You think the agent is not running, where in fact it will run just not right away.
