I am collecting POP3 mail from 5 different accounts and 3 different ISPs both with R5 and R6 - no problems there, so your setup is probably wrong. Try deleting the account and recreating it - the document is encrypted at creation, and you may have had the wrong key. That's been my most common problem.
For the original question, you could have a client collect all POP mail and dump it into a server database, then run an agent to distribute it.
