The CMT migration tool from Binary Tree will migrate Outlook Express PST files. By configuring the 'End User Migration' option you should will be able to migrate OK. You can download an evaluation copy and try it on one user's mail to see if it does all you want it to do before you purchase the licenses.
BTW, I don't work for Binary Tree !!
