Very true ! SMTP is the receiver.

There was a problem with running out of ports because the OS did not release them quickly enough.

Check out MS fix Q282865 - Winsock Shutdown Can Increase CPU Usage to 100 Percent

This is more prevalent when you have lots of sessions started and disconnected quickly as in the case of a mail relay type server. This is included in Service Pack 3 which is what Brian eluded to I think.

I did think of this first when I read your initial post, but in my experience just restarting the router did not fix it (needed a whole server restart) which put me off that trail initially.
