Actually, no, I don't find it odd.
The current funcitonality was determined and coded ~ 3 years ago, so it fits the 'then' model.
As with all product changes, there is a huge list of 'things to be done' that completely eclipse the list 'things we have time/resources for'. So, someone has to make a decision as to what things get fixed/changed in any release. In many many cases, customer demand drives all of this. If the customer base in general doesn't really care about SMTP/TLS/SSL for server - server , then there is no 'push' to change, and it becomes a 'nice to do at some point', which nearly always means it gets dropped.
Based on my unscientific 'finger in wind', I don't see that server - server authenticatiion/security over SMTP has been a big deal historically. Going forward, especially as the reality of spam sets in, it may do. But, even then, looking as most Domino deployments, NRPC is the protocol of choice internally. SMTP is an 'edge of network' protocol that nearly always has to play to the lowest common denominator.
Just my 2c as I don't get to drive Domino product direction.
