If you look at IBM's portal strategy, it means that there is a central webservice repository that connects to systems such as DB2, Domino, legacy, others.
The frontend/view is based on Websphere. The portlets connect to the backend. The personalisation is based on Websphere Personalisation. The LDAP (user, group, roles) can be based on Domino. The data storage is based on DB2, Domino, Content Manager or others. The messaging and collaboration is based on Domino. Technical message driven process are based on MQ series. This is just an approximation, but anyway: Websphere ties it all together.
What I heard of nextgen, it is an Java based API across all Lotus brands, that fits very well into Websphere. I also heard that there might be Designer 8, but I bet, that Designer 9 will be replaced by Eclipse 5.0.
