Use view-level recertification instead

If you are referring to password checking and password expiration, then you can turn that off in the server document in the public NAB.

If you are referring to Notes certificate expiration, then you can avoid confusing the users by having the administrator recertify them in bulk from the view-level of the NAB. Open the NAB to the people view, select all of the users with expired (or about to expire) certificates, and then choose the menu option, "Actions//Recertify Selected People". The users' certificates will be updated in the NAB, and the next time(*) that they authenticate to their home server, the Notes client will automatically download the updated certificate into their ID files.

(*) -- It may take a day or so for the users to download their updated certificates due to various performance-related optimizations.
