Why don't you just convert the mail files over to the DUCS template all at once (before the users have all the software installed?) I have added the DUCS template (for Cisco) to users that don't yet have the local DUCS program and are not yet installed on the Unity server and it doesn't seem to cause any problems. Obviously, they can't use the tools to play voice messages, etc, but since they don't have any messages coming in yet, they don't need to.
BTW, use the "convert" task to do the conversion (documentation in the admin help). Also, you might want to check the users folders to make sure they have the retention flag set (get foldfix from the sandbox or use another tool.)
