Sadly, that is incorrect.
DNSRBL is more or less the first thing the SMTP listener does because the 554 rejection message must come before the DATA part of the SMTP conversation.
Domino SMTP says 554 right after MAIL FROM: for listed hosts which is long before the message is available (on the server mail.box) for server mail rules to do anything.
