you cannot convert the web site to notes db as fas as I know. But inside of designer you can import html sites.
What you want to do is to create a new database and open it in designer. Then create a new page and click on File-Import and chose the site you want to import. For a web site including a form which is submited create a new form and import then do the same as with a page.
I am just doing the same right now. From my experience I had mostly to deletet the input fields and create them new. The reason for this was that by some imported fields I could not access the field properties.
After importing you will still have a lot of editing to do. Depending on the website it could be better to create them totally new and just copy paste large text areas.
I am also not an expert. But I hope this helps you a little bit.
