Thank you Julie. I already read that all (and much more).

The customer used original unchanged templates signed by Lotus Notes Template Developers. In my tests I signed the Templates with my admin and developer ID having the right to specify OnBehalf.

I managed to get a little bit closer to the source of the problem. What's the correct ACL setting in admin4.nsf for mail users? Granting the user Manager access to admin4.nsf lets the user activate the Agent.
