SPR# WSCN95PMGL - Added an INI to force attaching a disclaimer message in case the policy to include disclaimer does not function. To force the disclaimer, add the notes environment variable FORCE_ENABLED_DISCLAIMER=1 to the notes.ini on the client workstation. The default behavior is off.
