SPR# WMUH5PJNN4 - Fixed a problem where the C API function "NSFIsNewBackupNeeded()" would return
ERR_RM_RECOVER_NONBACKUP - "The database has not been backed up on this server/
instance of the log" for newly created databases that had not had activity against them that was
flushed to the transaction log. This regression was introduced in 6.0.
