SPR# RSOI76JC8Y - Some transactions happen in microseconds which normally they take a few milliseconds. They can cause SAI to be zero though the load on server is normal. This fix targets to set a minimum transaction time, so if trans time is lower than the minimum, use the min to calculate XF. This is configurable via the Notes.ini Server_MinPossibleTransTime (specify in microseconds).
